Paramedic License in the GCC 2026: PMD7003 Guide
PMD7003 tests decisions, not recall: 150 questions in three hours at 60 percent. Where experienced paramedics lose marks, and a six week plan.
The Paramedic paper, DHA code PMD7003, is where the Gulf emergency medical services ladder changes character. Below it, the responder and technician grades are tested mainly on protocol and scope. At paramedic level the exam starts asking what you decide when the protocol runs out.
That is the difference candidates underestimate when they move up from EMT7004.

The exam tests decisions, not recall
A paramedic question rarely stops at the diagnosis. It gives you a patient, a set of observations, a distance to hospital and a crew, and asks what you do next. Two of the four options are usually clinically correct in isolation. Only one is correct given the time, the resources and the destination.
This is why candidates who revise by memorising drug lists and rhythm strips still score in the fifties. The knowledge is there; the question is asking something else.
What the paper actually asks
- Airway. Escalation from basic to advanced management, when to stop attempting, and recognising the airway you should not touch in the field.
- Cardiac emergencies. Rhythm recognition tied to a management decision rather than the name alone, chest pain pathways, and post arrest care during transport.
- Trauma. Haemorrhage control priorities, chest injuries, head injury targets, and what is done on scene against what is done moving.
- Prehospital assessment. Primary and secondary survey under time pressure, reassessment intervals, and the observations that change the plan.
- Transport decisions. Destination choice, pre alert, and the questions where the right answer is to leave now rather than do one more thing on scene.
Transport decision questions are the ones most candidates have never formally revised, because in daily practice the choice is made by a crew and a protocol rather than by a written rule.
Where candidates lose marks
Doing too much on scene. In a written exam every intervention looks attractive. The paper often rewards the crew that recognises a patient who needs a surgeon rather than another line.
Reading paediatric and obstetric questions as afterthoughts. They are a small share of the paper and a large share of the marks lost, because candidates revise them last.
Mistaking experience for readiness. Experienced paramedics often sit this paper with the least preparation and are surprised. Local protocol habits are not always the answer the regulator expects, and the exam is written against a scope of practice, not against your service's guidelines.

Documents that decide the timeline
Verification usually sets the pace, not the exam. Start DataFlow verification as early as you can, and time the good standing certificate so it is still valid when the authority reviews your file.
Moving up from technician to paramedic
Many candidates sit PMD7003 after working at technician level, sometimes for years. That experience helps with the medicine and works against you in two specific ways.
The first is habit. At technician level the safe answer is often to escalate. In this paper escalation without a decision is frequently the option that loses the mark, because the grade being tested is the one that makes the call.
The second is service protocol. Crews learn one set of standing orders and answer from them automatically. The exam is written against the regulator's scope of practice for a paramedic, which is broader than any single service's protocol and narrower in places you would not expect.
A six week plan for people already working
Weeks 1 and 2. Airway and cardiac, chapter by chapter, reading the explanation on every answer you were not certain about.
Weeks 3 and 4. Trauma, paediatrics and obstetrics. Give the last two real time rather than a weekend, because they are where confident candidates quietly lose their margin.
Weeks 5 and 6. Timed full length mocks under exam conditions, then one focused pass over transport and destination decisions, which is the category that improves fastest once you see the pattern.
Treat anything below 70 percent in a timed mock as not ready. The gap between practice and exam day is usually five to eight points.
After the pass
Passing produces a result, not a licence. The authority issues the licence when the file is complete and a licensed employer sponsors and activates it. Use the verification wait to prepare what comes next rather than treating the exam as the last step.
