DHA vs MOHAP vs DOH: Which UAE License to Get First
DHA is the only UAE licence you can start without an employer, DOH adds a consultant panel, MOHAP covers the other five emirates. How to choose.
There are two facts about the three UAE authorities that decide most people's choice, and neither of them is the exam.
The first is that DHA is the only one you can start on your own. You can create your own file on Sheryan and begin, or have an employer's HR do it for you. DOH and MOHAP both wait for a facility to open the file. If you do not yet have an offer, that difference is the whole decision.
The second is that DOH runs a consultant interview panel. Passing the exam is not the last step in Abu Dhabi at consultant tier and in some specialties. There is a panel afterwards, it takes two to four weeks to schedule, and it costs extra. No other UAE authority does this.

The licence is geographic, not clinical. A DHA licence does not let you work in Abu Dhabi and a MOHAP licence does not let you work in Dubai, however well you scored.

DHA has the shortest DataFlow window of the three. DOH is the longest route overall, and the consultant panel is why.

The exams differ more than people expect

All three sit at 60 percent, but each writes its own blueprint per profession and per tier. Passing one does not predict the others, and revising from a general Gulf bank is the most common preparation error across all three.

MOHAP is the cheapest on every comparable line. DOH reaches the highest total, driven by the consultant panel and the DataFlow package.
The saving nobody mentions
If you already hold one UAE licence, moving to another emirate does not mean starting from zero. The same DataFlow package is generally accepted across UAE authorities, and a report under about six months old is usually reused rather than repeated.

So which should you get first
Start with DHA if you do not yet have a job offer. It is the only one of the three where you can open your own file, begin DataFlow and sit the exam while you look for the post. That head start is worth more than the fee difference.
Start with MOHAP if cost is the deciding factor or if you have an offer in the Northern Emirates. It is the cheapest route and no slower than DHA. Many clinicians licence here first, start earning, and move to Dubai later reusing the same verification.
Start with DOH if the post you want is in Abu Dhabi. Do not choose it as a general entry route, because it takes longest and, at consultant tier, adds a panel after the exam.
Whichever you choose, confirm which title tier your qualification supports before you pay anything. The tier decides your exam blueprint and your salary band, and the eligibility check answers it in about thirty seconds.
One route sits outside this comparison altogether. Can I hold licences with more than one UAE authority at the same time?
Yes, and clinicians who work across emirates do. Each licence is issued and renewed separately by its own authority, but the underlying verification is generally shared, so the second application is lighter than the first.
Which UAE licence is easiest to get?
MOHAP is the cheapest and DHA is the most accessible, because DHA is the only one you can begin without an employer. Neither exam is easier than the other, since all three sit at a 60 percent pass standard against their own blueprints.
Does passing the DHA exam help me with DOH or MOHAP?
Not directly. Each authority requires its own exam under its own blueprint. What does carry across is your DataFlow verification, which is the expensive and slow part.
