DHA vs MOHAP vs DOH: Which UAE Medical License Should You Get First?
The UAE has three major health regulators and your licence only works in one jurisdiction. Here is how to choose the right one — with costs, timelines and transfer rules compared.
The most common — and most expensive — mistake UAE-bound clinicians make is licensing with the wrong authority. The UAE is not one licensing jurisdiction: DHA covers Dubai, DOH covers Abu Dhabi, and MOHAP covers the five Northern Emirates. A DHA licence does not let you work in Abu Dhabi, and vice versa.
The one-line answer
Licence where your job is. If you already hold an offer, the facility's emirate decides the authority. The comparison below matters most for candidates still job-hunting.
Side-by-side comparison
| Factor | DHA (Dubai) | DOH (Abu Dhabi) | MOHAP (Northern Emirates) |
|---|---|---|---|
| Typical timeline | 8–16 weeks | 10–18 weeks | 8–16 weeks |
| Indicative total cost | $730–$1,010 | $730–$1,300 | $460–$890 |
| Consultant interview | Rare | Common for senior tiers | Rare |
| Job market size | Largest private sector | Largest government sector | Smaller, less competition |
The MOHAP-first strategy
Candidates without an offer often start with MOHAP — it's the cheapest UAE pathway, and Northern Emirates clinics hire faster because fewer international candidates target them. Once you're in the UAE and earning, your verified Dataflow documents transfer into a later DHA or DOH file, cutting weeks off the second licence.
Can you hold two UAE licences at once?
Yes. Many clinicians hold DHA + MOHAP to cover clinics in Dubai and Sharjah simultaneously. Each licence needs its own file, its own fees and its own renewal — but the Dataflow core is shared.
Which exam is harder?
All three test through Prometric with similar blueprints and a ~60% pass bar. The honest answer: the exams are comparable — the difference is process (DOH's consultant interviews) and cost, not question difficulty. One practice bank covers all three; see our Prometric preparation guide.
