DHA License for Indian Doctors: Eligibility and Timeline

An Indian doctor who finished MBBS and internship in the same year can open a Saudi licensing file a full twelve months before a Dubai one. Very few candidates are told this before they have already paid for a Dataflow report.

The Saudi Commission for Health Specialties classifies a General Practitioner at one year post-internship. The Dubai Health Authority sets its General Practitioner tier at two years post-graduation. Same degree, same internship, same candidate, two different answers. If you qualified recently, that gap is the most useful thing you can know before you spend anything.

Which DHA tier you actually land in

Your tier is not paperwork. It decides whether you are eligible at all, which exam blueprint you sit, and the salary band an employer will quote you.

DHA names the Arab Board, MRCP, FRCS and the American Boards among recognised specialty routes. Indian postgraduate qualifications are assessed against the same standard, which is a completed specialty qualification supported by documented specialty practice. The qualification alone does not decide it. The experience letters do.

Four documents that stall Indian files

Missing or badly formatted documents are the most common reason a file sits still. Four of them account for most Indian delays.

1. Experience letters that cover every year since qualification

DHA wants letters covering every year, not a summary of your career. Each letter should state your role, the exact dates in day, month and year format, whether the post was full time or part time, and a contact for the HR office that issued it. A letter that says two years experience without dates is the version that comes back for correction. Ask for it on hospital letterhead, signed, with the HR extension printed on it.

2. A good standing certificate with a six month clock running

Your certificate comes from the state medical council you are registered with, or from the National Medical Commission where that applies to your registration. DHA will not accept one older than six months at the point of submission. The clock runs from the date on the certificate, not from the date you ordered it, so requesting it too early is a common and expensive mistake. 3. Full transcripts, not just the degree

The degree certificate is not enough on its own. Dataflow verifies transcripts covering every academic year, and Indian universities differ enormously in how quickly they release them. Request them before you need them.

4. The internship completion certificate

This is the document that fixes the start of your two year clock, so it decides your tier. Without it your post-internship experience cannot be counted, and the file cannot be classified.

Dataflow is the long pole, not the exam

Most candidates prepare for the exam and assume the paperwork will keep pace. It does not. Primary source verification takes four to eight weeks and is the longest single step in the process. Some universities answer Dataflow within two weeks, others take ten, and the difference is entirely outside your control once the package is submitted.

The exam, and where you can sit it

Once Dataflow clears, DHA reviews your file and issues an eligibility ID. Only then can you book Prometric. You can sit the paper at a centre in India, in Dubai, or at any international Prometric centre, so there is no need to travel before you have a licence in progress.

The DHA cut off is typically 60 percent for the title level you applied under, and the result appears on screen at the end of the session. DHA quotes an average end to end timeline of eight to sixteen weeks where nothing needs re-verification. Add several weeks if attestation or a Dataflow query comes back.

Dubai first, or Saudi Arabia first?

For an Indian doctor who is two years or more past internship, both routes are open and the choice comes down to where you want to live and what an employer offers. For anyone under two years, Saudi Arabia is open and Dubai is not yet, and waiting is not the only option. Most of a Dataflow report can be reused when you later cross to another authority, so the first licence is rarely wasted work. Frequently asked questions

Can I take the DHA Prometric exam in India?

Yes. Once DHA has issued your eligibility ID you can book a slot at a Prometric centre in India, in Dubai, or anywhere Prometric operates. You do not need to be in the UAE to sit the paper, and you do not need a job offer to start the process.

Does my DNB count as a specialty qualification for DHA?

It is assessed against the same standard as any other specialty route, which is a completed specialty qualification supported by documented practice in that specialty after it was awarded. The qualification on its own does not settle your tier. What settles it is whether your experience letters prove the specialty years in the format DHA accepts. If your tier is uncertain, have it confirmed before you pay for Dataflow, because a file submitted under the wrong tier costs both the fee and the weeks.

My internship finished eight months ago. Should I wait for Dubai?

You are not eligible for the DHA general practitioner tier yet, since that needs two years post-graduation. Saudi Arabia classifies at one year post-internship, so that route opens sooner. Many candidates use the intervening period to collect experience letters year by year while they are still easy to obtain, rather than chasing former employers later.

Check where you stand before you spend
